680 Area Code Location - Area codes 315 and 680 are North American Numbering Plan (NANP) telephone area codes for the north-central region of New York state, USA. Area code 315 was established as one of the original North American area codes in 1947, while area code 680 was added to the Numbering Plan Area (NPA) in 2017 in an overlay scheme.
The service area extends from the western side of Wayne County to Little Falls, north to the Canada-US border, east to Massa and south to Cortland. Most of the area's population lives in Syracuse and its suburbs. Areas with other large populations include Utica and Watertown.

New York state regulators announced that 315 was threatened by numbering fatigue for the third quarter of 2010. At the time the New York State Public Service Commission had two options, an overlay plan or a split plan. A numbering plan area division would include a north-south arrangement, with Oswego County and the northern division from 315, or an east-west division, bordering Oswego and Onondaga. Regulators met to discuss a second code in the 315 area. Due to economic conditions, the expansion of eligible numbers in the third quarter of 2010 was not carried out as planned. Revised exhaustion was estimated for 2017. On March 11, 2017, area code 680 was introduced, creating the first overlay in the Upstate region.
As of 2017, callers must dial T digits for local calls to use most phone services, including Verizon and Charter Spectrum. Attempts to make a seven-digit call using these services will trigger an interception message reminding them of the new rule. As of January 12, 2021, there were still some small telephone services whose customers were still able to use sev digits in area code 315 and connect to the person they were calling.
On March 15, 2022, a proclamation by Syracuse Mayor B. Walsh and Onondaga County Executive Ryan McMahon announced the recognition of '315 Day'. In a few weeks, Central New York residents will have to dial 10 digits to call their neighbors.
Starting February 11, as part of the North American Numbering Plan Administrator's (NANPA) decision to assign a new 680 area code to Central New York, if you have a 315 area code, the new call method will be required for all calls. On or after this date, if you do not use the new calling procedure, your call will not go through and a recording will instruct you to hang up and call again.

The new area code is applied to the existing 315 call area. All existing telephone users in the area will retain their full existing telephone number including the 315 area code. Once the new code is activated, the new phone numbers will be assigned to either the 315 or the new 680 area. Any call to any number in the area requires 10-digits regardless of the caller's area code.

According to www.area-codes.com, the area code system was first developed by AT&T and Bell Laboratories in the 1940s before being implemented in 1947 under the North American Numbering Plan.

As noted by another site, areacodehelp.com, the 315 area code is one of New York's original five area codes. Along with area codes in the United States during World War II, the 315 area code was first put into service in 1947, along with the 212, 518, 716 and 914 codes.
According to the area code site, the 315 code was split in 1954 to form part of the 607 code.
In 2015, NANPA notified the New York State Public Service Commission that the 315 area code was projected to have a shortage of central office codes available after the first quarter of 2017. The Commission reviewed the "overlay" and "geographic split" options, and determined that an overlay code was the best option. According to the commission, an overlay code is "easier to implement, less expensive, easier for customers to adjust, and better for all customers."
