FORT CARSON, Colorado. — A cease-and-desist order that went into effect in March 2020, which prevented soldiers from permanently changing station movements (PCS), is being phased out. However, to make it go smoothly, soldiers need to know a few things when it comes to their orders, clearing up paperwork, procuring household items and finances.

Soldiers must begin the online Billing Briefing process, which provides easy access to the information and documents needed to complete the Soldier's PCS process and can be found at https://www.carson.armi.mil/dhr/DHR/MPD/PPB/ Briefings/Levi.html.

Soldiers with orders must ensure that the reporting dates on their PCS orders are correct. If not, the soldier must submit an extension request through his unit's human resources specialist to change the reporting date. After the orders have been corrected and the soldier has an approved leave form, they can request their documents.

Ten business days from the Soldier's departure date, a cleaning package will be emailed to them with information and instructions on how to clean Fort Carson while in a COVID-19 environment. Many agencies' installation cleaning checklist can be pre-cleaned, making the process easier.

Although the Consolidated Assignment Processing Section (CAPS) is operating with reduced staff, they still continue to post orders and issue clearing papers and passports.

"We are still reducing orders, and if we receive notice that the report date has been changed, we will reduce the change and ship it immediately," said Pete Garza, manager, CAPS. "External processing runs more smoothly than before because (now) we have a short list of what needs to be processed outside."

When Soldiers are ready to schedule household goods pickup at the Joint Personal Property Shipping Office (JPPSO), they have two options.

The first option is upon receipt of a retirement, separation or PCS order, Soldiers may call 526-3755 to receive a briefing by the Defense Personal Property System (DPS) team at the Mountain Post Soldier Center, Building 1525.

Another option is to email jppso-nc.pppo-ftcarson@us.af.mil to receive DPS self-advice instructions. Both options require Soldiers to visit https://www.move.mil to create a new user ID and password to access DPS.

When selecting the self-counsel option, it is important that DOD Form 1299, DD Form 1797, and a copy of the Soldier's PCS order are uploaded to DPS. Failure to submit the required documents will delay the purchase date.

JPPSO staff say Soldiers need to understand that commands don't necessarily need to schedule a meeting; however, they must bring a copy of the assigned briefing along with their DPS user ID and password.

Troops should not schedule a "last move out" date for their house or apartment until they receive a confirmation email from DPS with a packing and pickup date.

Next, soldiers must be educated about their financial rights and how to claim those rights. Soldiers should view the online billing report for information on how to begin the billing request process.

Soldiers must submit a copy of their PCS orders and an approved leave of absence form to be funded. This puts them on PCS status, which affects entitlements such as basic housing allowance for individual soldiers as they move between stations and per diem.

"Our rule is that we process everything on an invoice basis," said Dr. Jay Miles, Deputy Director of Finance. "Once we receive the documents, we have three business days to enter the information into the computer and be done.

PCS status begins with a 90-day countdown. If a soldier does not report to his next station within 90 days, his pay is suspended.

Due to the suspension of movement, Soldiers who are in PCS status but not authorized to go anywhere must complete the COVID-19 DD Form 1610. This form puts Soldiers in a special situation of temporary duty so that they get a per diem and you don't get paid absence.

When it comes to prepayment, soldiers with a government travel card are allowed to use it for per diems and mileage. Soldiers are allowed to claim Dislocation Allowance (DLA) to help with relocation costs.

Soldiers conducting a PCS movement and living in their losing unit's barracks who are also moving to their winning unit's barracks are not DLA authorized.

"This is a military PCS, they really have to keep track of what installations are open and what they have to move," Garza said. "We want the soldiers to be more active."
